Abstract

This study aims to determine the "Strategy of the Department of Population and Civil Registration in Achieving Excellent Service in Bekasi Regency" which is marked by the presence of people who complain or complain about the service that is not yet excellent. This has the potential to become a barrier to achieving these goals. This study uses a qualitative method. The data collection technique is done by means of interviews (interviews) and distributing questionnaires (questionnaires). The instrument used was a Likert scale model questionnaire, with data analysis used was categorization analysis. The sample of this study was 125 people who came to the Bekasi district civil registration and occupation service. The results of the analysis show that: (1) Based on the level of excellent service, the research subjects at Disdukcapil Bekasi regency where the attitude aspect is 62% in the good category, the attention aspect is 50% in the good category, the action aspect is 51% in the good category (Ability) 45% is in the bad category, then the appearance (appearance) is 51% in the good category and 46% is in the good category. This is based on the results of a questionnaire given to 125 research subjects. (2) Based on the conclusion of the research results, there are still obstacles in the ability aspect (ability) 45% which are categorized as not good such as slow service, limited information on service procedures, less informative service and still lack of human resources to provide services. (3) Based on the existing obstacles, Disdukcapil designs strategies to achieve excellent service such as updating administrative information, disdukcapil issues E-SIAK and makes requests through WhatsApp and adds to service human resources provided with administrative training.

Abstract

The institution is a government partner.The existence of Community Empowerment Institutions does not show its function, As an institution is only complementary, lacks role, is still weak and has not been accepted by the community, the institution is only a symbol, has not yet had an initiative, has not been able to mobilize community self- help in development.This thesis research puts forward the theory of George W. Edward III. He gave four key points in looking at the implementation of policies, namely First Communication, Both Resources, Third Disposition and the fourth Structure of Bureaucracy. The use of methods in this study using qualitative descriptive methods. In this study using a sample with a community Purposive sampling technique in North Bekasi District. Data collection techniques used in the form of observation techniques, interviews and questionnaires or questionnaires. Communication between the government and administrators of the Society and Community Empowerment Institutions has proceeded according to provisions. Resource. Already applied in the institution. according to the duties and functions of the institution. Disposition aspect in the institution's activity program, according to the trial and skills possessed. Bureaucratic structure is a series of activities according to the Standard Operating Prosedures (SOPs). Regular and conducive working mechanisms for Community Empowerment Institutions are in accordance with regional regulations and this institution can function as a forum for community participation.

Abstract

As a legal community unit, the village has the power to regulate and manage its own household, including in realizing health services to improve the quality of health in the community. In health services, it is driven by several sub-systems, such as services for pregnant women, infant health, children and others. The linkage between these sub-systems is interesting to study because changes in one sub-system will have an impact on other sub-systems of the system as a whole. The study is increasingly interesting because in the case of health services, it is still not optimal. This study was conducted to analyze the quality of public health services in Sukajaya village in 2020. With such a goal, the research approach used was qualitative research and data collection techniques through interviews, documentation, and observation. The results show that the sub-systems in health services in Sukajaya village can work and support each other. This can be seen from the implementation of several health service programs in accordance with the regulations set by the state so that in general public health can run well.

Abstract

In general, this study aims to find out how the implementation of BPJS Health policies and what factors influence the implementation of BPJS Health policies in Bekasi District Hospitals. This study used descriptive qualitative method. The data used is interviews with key informants of approximately one month. The results of the study indicate that in general the implementation of the BPJS Health policy at the Bekasi District Hospital is quite satisfactory, although there are still obstacles that must be overcome and repaired. According to the results of the study, based on the approach to the smooth implementation of routine functions and the approach to realizing the desired impact proposed by Randall B. Repley and Grace A. Franklin, several obstacles were found. Among them are the claims of BPJS Health participants at the Bekasi District Hospital that have not been paid by the BPJS Health and the revenue deficit experienced by the Obligation section.

Abstract

National Priority Program policy Complete Systematic Land Registration (PTSL) in the Ministry of Agrarian and Spatial Planning / National Land Agency as an effort to realize good governance in order to accelerate the provision of legal certainty over land rights carried out in 2017-2024. The Bandung City Land Office as the implementing work unit is the only Land Office that has completed PTSL in 2017 with 152% achievement, while the August 2017 research with the results of the achievement is only 7.78% target, so that the implementation of performance-based budgeting needs to be linked with accountability. The results showed that the implementation of the implementation of performance-based budgeting at the Bandung City Land Office had implemented budget principles based on input, output and outcome with monitoring and evaluation supported by the application of the Land Program Quality Control System (SKMPP) so that it was effective and efficient. Financial accountability and performance accountability have been integrated into the Command Agency Performance Accountability System (SAKIP). The linkage between the implementation of performance-based budgets greatly influences the accountability of national priority programs. The researcher suggested to the Ministry of Agrarian and Spatial Planning / National Land Agency to make planning more optimally and the preparation of standard costs should involve work units that represent regional characteristics and conditions so that the unit of budget allocation costs in achieving performance as needed.

Abstract

This study identifies the partnership relationship between the Regional Government and the Regional House of Representatives (DPRD) of Indramayu Regency in the preparation of the Regional Revenue and Expenditure Budget of Indramayu Regency. The theory used is the partnership theory which contains three principles: equality, transparency and mutual benefit. The partnership theory describes how the principle of equality and the principle of transparency are implemented at the stage of preparing the Regional Revenue and Expenditure Budget in Indramayu Regency. Mutual benefit is also described as the result of the implementation of the APBD, followed by an analysis of the obstacles experienced in the preparation of the APBD in Indramayu Regency as well as the efforts of stakeholders in overcoming obstacles. The research method used is descriptive qualitative research method. The conclusion of the study shows that, there are differences in the application of the principle of equality in the musrenbang between one village/kelurahan and another in each sub-district. There is a polarization in the application of the principle of transparency among residents in terms of affiliation or political support for the Village Head (Kuwu). SKPD seems to be more dominant in the development planning process than community members. In addition, the benefits received by some community members from the implementation of the APBD every year are still relatively small.
